Most cruise boats have their own (often slow, sometimes paid) WiFi as a backup. Treat the between-stops stretches as pleasant downtime rather than fighting for a signal.

Red Sea (Hurghada, Sharm el-Sheikh, Marsa Alam): Full 4G at the resorts and in the towns. On a diving or snorkelling boat out on the reef, expect signal near shore and none further out — normal for the sea.
